Petter M type rugby top

I have a Petter M type rugby top engine for sale. It's 1.5hp at ??? rpm.
It's a very old restoration, but all there as far as I can tell apart from the mag points cover, serial number plate and handle.
The engine is currently seized, does not turn.
Ideal winter project
Price £, located Cheshire.

Do they all have oilers? I can see that it has oil wells for lubing the crank.
Not an expert in M-types, this is only the second one I've had in 40 years !!!!
