Lister LR1 valve springs

Hi all,
My LR1 (number 3224-LR1 23) has single springs on each valve. My spares book show two. The part numbers in the book are 291-20641 – outer and 291-20651 – inner. So which is correct. Two springs per valve or just one. And, as a supplementary question, what should the spring free length be.
