In that part of the world hopper cooled engines are uncommon.
Tend to be limited to Deutz, Robot, Sendling, Pluto, Lorenz, Slavia etc
But it is none of these.
On top of that 4-spoke flywheels are even rarer (although Deutz did one, but not this one).
The magneto does not fit this engine .....

Maybe it was put it together by one V. Frankenstein Let's face it we have all substituted parts until the correct one comes along.
