Villiers Mark 25 Govener

Engine running very fast. Adjusted the govener, turned it clockwise., but it still runs as if I have the throttle open in full position and when I return the throttle yo idel position the engine does not return to idel running ??

can you post a pic or pm one to me, or say what carb is fitted ??
also is the return spring still fitted, but a pic of carb linkage and engine spec ie 25r 25hs ect would be a great help in knowing what linkage type is fitted also as there are about 5-6 types from memory
