fast and loose pulleys?

a shaft drive that turns 90 degrees?

I cant work out the writing but it looks possibly like the top end of a sheering set......

do i win a prize?

i agree
 also maybe used for  workshop tools from  the main line shaft as some tools were with a pulley flat on top of  some pillar drills,  wood lathes and so on

Could it possibly be a drive head for sheep shearing clippers ?

Sorry if that sounds ridiculous or is so obviously wrong but I'm new to stationary engines and anything belt driven.
